Was Golden Arrows' penalty against the right call from the referee?

On Saturday's DSTV Premier Soccer League match between Kaizer Chiefs and Golden Arrows at the Sugar Ray Xulu Stadium. On the 48th minute Golden Arrows were awarded a penalty in an unfamiliar manner, after it had appeared that Willard Katsande was the one who was kicked in the Kaizer Chiefs penalty box but a penalty was given against Kaizer Chiefs instead.

Kaizer Chiefs and Golden Arrows played to a 2 - 2 draw in an evenly contested encounter between the two sides who were looking for the 3 points. Golden Arrows took the lead through a Siboniso Conco penalty.

The game was entertaining encounter and the biggest talking point was the penalty incident which Golden Arrows was handed. Golden Arrows were handed a penalty in 48th minute of the game after WillardKatsande was adjudged to have fouled Zolani Nkombela. From one point it appears as if Kasande got to the ball first before Nkombela kicked Katsande's leg and from another point it appears as if Katsande fouled Nkombela.

Was the referee right to give Golden Arrows a penalty against Kaizer Chiefs or the referee made the wrong decision to hand Arrows the penalty?
