Tottenham set to Hijack Chelsea top target.

Fabrizio Romano says that Tottenham has made an offer to sign Inter Milan's Ivan Perisic, who will be a free agent in June. The 33-year-old Croat hasn't talked about his future, as Chelsea is also interested in signing him. 

Because of the sanctions against them, Chelsea is not allowed to sign the winger right now. The Blues are sure that the bans will be lifted in a few days, and they plan to move quickly on the transfer market, which has already begun. 

Fabrizio Romano says that Antonio Conte's Tottenham has received up to £150 million in capital. This gives Tottenham more financial freedom and the ability to invest in the team both on and off the field. 

Tottenham is sure they can sign the 32-year-old player if he doesn't sign a new contract, since Chelsea, their biggest rival, is in sanctions. 

Inter wants the 33-year-old winger to stay, so they have raised their contract offer from £4.5 million to £5 million + bonuses, which adds up to £6 million for the winger. 

Hakim Ziyech could leave Chelsea this summer, but Chelsea would have to wait until their sanctions are lifted.
