According to a report in The Daily Mail, the Hammers have stepped ahead of the competition to sign Jesse by making an early bid to get his signature.
Last season, the 29-year-old had a fantastic four-month loan spell at the London Stadium.
Last summer, he returned to Manchester United in the hopes of playing regular games for his boyhood club.
Jesse Lingard is expected to return to West Ham.

He was also quite popular among West Ham's players. Lingard was described as "phenomenal" by Mark Noble in an interview with the Daily Mail in the summer.
Lingard scored nine goals and added four assists for the Hammers in 16 Premier League games last season.
The 32-cap England international was a game-changer for West Ham and an important part of our counter-attacking strategy.
The Manchester United midfielder would be a fantastic free transfer acquisition for the Hammers in the summer.
He would be a tremendous hit with both the crowd and the players at the London Stadium.
And, if the Daily Mail's sources are correct, Jesse Lingard might be on his way back to West Ham.
