Criminals are not only those ones who walk around in the streets robing people or those who do house breakings. There are criminals found in places that no one cold even anticipate.
There are criminals who hide behind office desks and wear ties. A certain 37 year old d Congolese national was arrested after he was allegedly found practising as a doctor although he was not registered as one.

It is illegal to practice medicine if you have not been registered with Health professions council of South Africa (HPCSA). Some people create fake certificates therefore they end up doing Jobs that they have never studied for way is dangerous. The danger is that people's lives will be at risk and someone may die due to malpractice and it would be the doctors fault.
Many foreign doctors have been blocked by the HPCSA because of certain guidelines. it could be possible that this guy is a real doctors but as long as he is not registered he cannot practise as one. rules are always there to be followed.
