As part of ensuring he delivers victory at the conference, Ramaphosa has been consciously aware that he needed to deploy a huge cohort of his allies in critical positions across councils.
Ordinarily, the importance of having one's allies occupying mayoral positions across the country is significant as it relates to conferences and the lobbying of delegates.
Mainly, the Modus Operandi by ANC leaders is to use resources from municipalities which are usually used to influence conferences in their favour, that has been proven beyond reasonable doubt.
Meanwhile, inasmuch as Limpopo is Ramaphosa's stomping ground, he desperately pushed for the National Executive Committee to push for his huge allies in the Vhembe and Sekhukhune District municipalities to be elected executive mayors.
After facing a legal challenge by some disillusioned members, Dowelani Nenguda, a huge ally of Ramaphosa was installed as the executive mayor of Vhembe. This was after a last-ditch attempt by his opponents to declare his appointment unlawful and invalid.
The high court in Thohoyandou ruled that despite an application suggesting that he was not high on the list of candidates to qualify him for the position, he deserved to be installed after the NEC ratified his election as per new rules.

Similarly, Stan Ramaila was re-elected as the executive mayor of Sekhukhune without a contest.
Ramaila is one of the ANC leaders that played a significant role for Ramaphosa to become president at Nasrec through his efforts to secure delegates. One of the things that distinguish him from others is his insistence not to deposit the municipality's resources into the now-defunct Vbs bank when it was not fashionable to do. He earned a great deal of reputation for that, hence his association with Ramaphosa.
It is one's opinion therefore that these two appointments in these district municipalities are significant victories for Ramaphosa and his allies, particularly with the conference on the horizon.
It seems his grip Limpopo is tightened and will not end anytime soon, and he will be expecting the appointed gentleman to deliver him votes when squares up with RET Forces at next year's conference.
