In municipal government, many leaders are unqualified for the posts to which they have been appointed, and some have neither qualifications nor a high school diploma. Since a result, the masses have lost faith in the ANC, as several individuals have complained about the lack of service delivery and the denial of leadership posts to capable individuals.
Despite the clear failure of cadre deployment, the governing party had failed to self-correct. However, former finance minister Trevor Manuel feels the ANC still has a chance to make amends, and he has recommended the organization to forsake its cadre deployment program.
This follows the conclusion of the Zondo Commission findings that cadre deployment is unconstitutional and illegal.
According to Manuel, the ruling party has the choice of pardoning anyone named in the Zondo report after a lengthy prosecution, or it can simply disregard the study's findings and view it as a negative learning experience and move on.
He agrees with Zondo's idea to form an independent agency and to require cadres to reapply for their positions.
The ANC prioritized the implementation of transformational programs by exclusively deploying its comrades based on merit. It also implied that leaders designated to leadership roles provide services to the people and serve the nation to the best of their abilities.
The most important issue with cadre deployment is the marginalization of individuals with the required expertise and skills. The moment has come for the government to reevaluate the policies that has deprived the organization and government of the necessary abilities to effectively lead the nation.
Some leaders sneak in unqualified individuals, who then sneak in further unqualified individuals. It is a muddle. To restore the ANC's former splendor, cadre deployment must be discontinued.
