Chang is accused of signing off on guarantees that led to the so-called hidden debt scandal. The three Credit Suisse bankers pleaded guilty in 2019 in a US court, but had not yet been sentenced. The Mozambique government has filled an application for leave to appeal the high court ruling.

Chang has been in prison since 2018 after he allegedly did fraudulent activities in his tenure as minister. The Mozambican is said to be waiting for an extradition date after justice Minster Ronald Lamola ruled he be extradited to Maputo but, this decision has been overruled by the high court. He is awaiting extradition to the US instead. Like many countries in the world, some ministers tend to get away with crimes that involve corruption and it's thought that if Chang had to go back to Mozambique, he would get away with the the crime he committed.
