The foreign national was a thieve robbing the village of their cable wire the Community caught him tied him up and Dealt with him.

In the Video the people was wearing red just like EFF members. The thief has being this for a very long time now and the community members was Waiting patiently for him till they caught him. Maybe he usually sell those cable stolen cables to Scrapyard's owners but in this video he was caught trying to steal another cable. And was dealt with him.
