Will this be the end of tender system in South Africa?

Will this finally bring an end to the tender system in South Africa? 

The Tripartite Alliance is one of the most important relationships for the African National Congress, and the party in power must take great care not to jeopardize its standing within the alliance. If it does so, the African National Congress could be placed in the extremely precarious position of having to shed members. 

The African National Congress (ANC), the Congress of South African Trade Unions (COSATU), and the South African Communist Party are the three parties that come together to form the Tripartite Alliance (SACP). 

These three organizations all have comparable points of view on how the government of the Republic of South Africa should be managed, and they respect one another's points of view. 

At this time, the Congress of South African Trade Unions is requesting that the government do away with the tender system. A great number of people have expressed their dissatisfaction with the tender system, claiming that it does not function in any way. 

Now that COSATU has brought it up, it's possible that this will be the end of the tender system. This is due to the fact that COSATU is a part of the government thanks to its alliance with the African National Congress and the South African Communist Party.
