Mayor In Hot Soup After Bestowing A 'PhD' To Buti Majuli

The mayor is under fire for giving a 'PhD' to a Limpopo performer. Whether it's a prank or not, the mayor of Greater Giyani municipality does not have the power to bestow an honorary degree on a Limpopo performer.

“According to the Higher Education Act, there is no independent school or private education institution that can give out honorary doctorates. What happened, whether it was a joke or not, is against the act,” Joe Samuels, a certification specialist and former CEO of the South African Qualifications Authority (SAQA), agrees.

Giyani mayor Basani Shibambu is now facing criticism from the public after photos were circulated of her bestowing "an honorary doctorate" on a Limpopo gentleman with short stature at a school ceremony. July Mabunda, popularly known as Buti Majulie, became an overnight celebrity on social networks over the weekend after recordings of him shouting "Yena Aaya kwini" which means "where was he/she going" went viral.

Who knows maybe the mayor likedMabunda entertainment skills so much to a point that he decided to give him a PhD, but it does not work like that in real life.
