Fraser was involved in allegations of unlawful conduct by the State Security Agency and was one of several witnesses before the commission. Former spy chief Arthur Fraser has officially opposed Raymond Zondo's nomination for Chief Justice by Concourt.

In a letter to the panel that assisted Rama in selecting candidates, Fraser addressed his bias and lack of independence when he was Chairman of the state's detention investigation commission.
