It is important to mentioned this, before 1994, there was Bantu administration Act 1969. According to this act, people were allocated land and given a bantu tittle deed called PTO (permission to occupy).
The PTO was an inferior useless tittle deed and as a result for commercial, agriculture and residential purposes, banks were not recognizing it to obtain financial resources.
Secondly, people in bantu land were not secured. They were abused and evicted (ukudingiswa) by headmen (izinduna) arbitrarily. Hence banks were or are scared to borrow people money using land as collateral.
